Ambivalenzen und Widersprüche in der partizipativen Gestaltung indigener Staatsbürgerschaft und staatlicher Politik für indigene Völker in Peru

Abstract

The author worked in Peru in the participatory elaboration of an Action Plan for urgent issues of the Peruvian Amazon together with indigenous organizations, NGOs and public officials. She analyzes the dialogue about public policies and citizenship for indigenous peoples between Peruvian officials and representatives of indigenous and peasant organizations from 2000 to 2002. Historical conditions and developments in Peru are examined to explain the absence of a large national indigenous movement and the contradictory forward and backward process towards citizenship rights for indigenous. The article presents examples of the impact of the international decade for indigenous peoples in Peru as well as of measures taken by the governments of president Paniagua and president Toledo in relation to indigenous peoples.
