An Intersectional Approach for Comprehensive Neighborhood Upgrading: The Case of District 18 in Cali, Colombia

Cali’s economic prosperity contrasts with social inequality. This is evident in selfbuilt neighborhoods where internally displaced persons, ethnic minorities, and other marginalized groups face overlapping oppressions. This article addresses the case of District 18 where an intersectional approach was used to reveal power dynamics that shape public spaces. Through the analysis of spatial contestation, forms of discrimination and temporal geographies of exclusion, we demonstrate how intersectionality allows to move from theory to practice in neighborhood upgrading. This experience offers insights on how social categories interact with spatial and temporal dimensions to reproduce social hierarchies in public spaces.
